of the provisions of Part 3 35 in

securing substantial equality of

sacrifice. In view of the apparent

disparity between the effective

percentage rate of levy in the two

categories, it may be well to

reconsider the possibility of achieving

an equality of sacrifice by some more

direct method than the application to

sterling salaries of special exchange

rates varying in the manner proposed.

It is with that end in view that I

have thought it desirable to reserve

consideration of the question of the

conversion rates subsequent to the
